The U.N. Security Council passed a painfully negotiated resolution Friday that calls for “urgent and extended humanitarian pauses” in fighting to allow for the flow of humanitarian aid to Gaza, but does not demand a full and immediate cease-fire. Thirteen members voted in favor, while the United States and Russia abstained. Israel’s ambassador to the United Nations, Gilad Erdan, criticized the resolution while Hamas said that it didn’t go far enough.
